For the interim, let's try to isolate which OS layer this issue resides. Kindly complete the steps below & let me know the results.
1. Temporarily create a local admin user profile, log in as that user. Check if the issue persists.

2. If it persists, then do a Clean Boot. Check if the issue persists.

3. If it persists, reboot your computer to Safe Mode. Check if the issue persists.

First of all, thank you for helping.
I just tried taking the step 1, creating and logging in as another user. No error occurred when I tried to turn my laptop off.
So, I'm guessing there is a problem is with my original user account?
Anyways, my windows is
Version 2004 (OS Build 19041.329)
Added:
I just realised, when I tried to 'log off' from the test account, same error appeared.
Also, when I tried the clean boot, no error appeared.

My apologies,
After rebooting about 100+ times while tinkering with msconfig menu, I think booting in "Safe Mode" is the only option that allows me to turn off the laptop without getting any errors from .net framework.

Got it, thanks. Now, the purpose of a clean boot is to determine which startup application or service is causing the problem. So, when you were tinkering with MSConfig (especially the "How to determine what is causing the problem after you do a clean boot" section), what were or was the program(s) or service(s) which the issue persisted?

Hi Paul,
Well, I tried all of them (of course, I hid the microsoft services).
And none seemed to work.
I still get the same error with or without any of the non-microsoft services.

Got it, thanks. Now, if that's the case, then let's ensure your OS core is healthy & we may need to reinstall the .NET framework in the process. Kindly complete the steps below & see if it fixes your issue.
1. Run a complete full virus scan/removal via Windows Security below (or other related programs) & a complete full malware scan/removal via the Safety Scanner tool below.

2. Let's repair any corrupt system files. Press the CTRL+SHIFT+ESC keys together >click File menu > click "Run new task" > type cmd & tick the checkbox "Create this task with administrative privileges" > click OK > copy/paste below command one line at a time. Once done, reboot your PC.
DISM.exe /Online /Cleanup-image /Scanhealth
DISM /Online /Cleanup-Image /RestoreHealth
SFC /scannow
3. Then, let's re-install your .NET framework by following the steps below.

4. Then, kindly re-register the Windows apps by pressing CTRL+SHIFT+ESC keys together >click File menu > click "Run new task" > type Powershell & tick the checkbox "Create this task with administrative privileges" > click OK > copy/paste below command. Once done, reboot your PC & check if the issue persists.
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
5. If the issue persists, I suggest doing a repair install below. This process will only repair all Windows core system files & doesn't affect any of your settings, programs, or files. Fyi.
